I believe this is correct. I'm still searching for more info. But I believe they are creating sonic waves using compressed air to start avalanches in a controlled manner. This would be a modern alternative to shooting howitzers at the mountainside from down below. There are still signs up there warning people that exposives may be used. I think duds left over into the summer is the biggest concern with the projectile method.

I was essentially correct, except that they add propane to the oxygen to create an actual explosion that is directed at the snow plane. I couldn't see how they could get enough shock wave from simply compressed air. The propellant gas explains it. It also explains why the hoses leading from the outhouses to the cannon are yellow colored, which is code for buried gas piping.
I didn't see what I would recognize as an igniter, but it must be hidden in the cannon barrel.
