Cannot get the OBD II port to communicate.
I am using an "Actron CP9145 Super autoscanner" that has the option to select a 1999 F-series 7.3L DI SuperDuty specifically.
When I query the IM readiness, try to read or clear codes, It responds with repeatedly with:
"You must plug tool into vehicle DLC for this operation. Press ENTER to continue"
I just tried the scanner on my car and it had no problems establishing a connection.
Seems the plug is dead on the 7.3?
I'm going to try to get someone else to scan it anyway, to see if they get the same results.
Is there a particular fuse that provides power to the OBD II port?

Outstanding Visseroth! Just printed it out. Where did you find that? Do you know if they have the Diesel Supplement too? Going out to check the fuses now and then scan this thing, even though the check engine light is off now for no good reason other than cleaning the engine. (maybe it was a "check engine, it's dirty" light)

Yep Fuse was bad. Just replaced them all with the telltale led fuses so next time one is out it will be obvious. Having the Fuse chart from the manual certainly helped, thanks again!
That got the OBD port working and I was able to check the codes, even though after the engine clean, the SES light went out. I came up with only one code stored: P1247 Turbo/Super Boost Pressure Low. I cleared it and it hasn't come back. Could have been there for a while. We'll see if anything reoccurs on the next test drive.
Will have to see about getting one of those other scanners, this one really doesn't do much with the vehicle data streams, so it's obvious how limited it is with the 7.3.

yeppers, like he said, I just downloaded it locally so I have it saved to my server. I have a bunch of documents for the 250 7.3L series that I'm collecting slowly.
The AE scanner will do a buzz test which on a 7.3 will let you know how the injector solenoids are doing. If they are worn they become quieter.

Brother Les I had taken the truck to a profromance shop, they have done work to my old ford and never had a problem. I took the truck to auto zone today they searched for any codes and there reader read the computer with out any problems. I am really at a loss now the only thing I can think is that the programer was right for my truck.

I have a Super Chip programer that is code readable... and I use it on the F-250. You may have this same problem. I do recall reading on this forum that some OBD IIs will not 'read' the F-250s... I do have that problem with mine.... paid almost 100 dollars for it... but I don't use it to read the F-250.... won't work on it.
I don't think that your problem is the the plug in 'port'
