OBD-II ??

I have a 1996 E-Super Duty bus with a 460 (Ford mfg date 6/96) that has a data port that looks just like an OBD-II port. I think I read somewhere that 96 was the first year of OBD-II. Is that right?
When I plug in my scantool, I get nothing. Checked and I have 12.5 volts at the correct #16 terminal, but it won't connect. Same with my Scangauge. It says connecting, but never does. What can the problem be? Is this not OBDII compliant?

My 96 is OBDII, but it's got a 351W.

I have done some more searching and it seems that the heavy duty trucks were not OBDII but OBDI and some, like mine, have an OBDII style connector under the dash and an OBDI style connector under the hood.
