I've heard the fan run before, lately can't say for sure.
I do have other issues like no heat, I can reach behind the
heater core and feel the in & out lines & they are cold but
the radiator is smokin' hot

I'm sure that my fans are still working because they come on in the summertime when I'm towing trailers in the mountains, unless they just happened to go out on me this winter. It's so cold in the winter and I don't tow enough weight (~7k lbs) to cause the fan to come on this time of year. Also, my EGT's remain quite low while towing (~750-800*) so I can't imagine my ECT could be over 220* unless I had a water pump failure and I just wasn't moving any coolant.

And unlike gb'sfx4, all my lines by my heater core and through my coolant filter are all hot, which makes me think that I'm moving the coolant (water pump). This is why I just think there's an electronic flaw with my digital gauges.

I would check yourradiator fins for blockage. Mine was similar when I bought it, cleaned the fins and was much better.
