Boost fooler recomendation
I recently ordered a boost relief valve from advance diesel. Is there a noticable difference from that and the boost fooler from itp ?

A boost relief valve releases boost above approximately 22 psi before it reaches the MAP sensor so the PCM does not see overboost and defuel.
An overbosst fooler does not release boost but limits what will pass to the MAP to approximately 22 PSI to prevent defueling.
They each have there downside. A relief valve lowers boost. It essentially becomes a small boost leak when it opens.
An adjustable fooler can go out of adjustment and allow to much boost to get to the MAP and causes defueling.
I have an adjustable fooler which needs ocasional adjustment. I have ordered the OCR referred to by Mike (Big Poppa) to replace it.
My 2¢.

So is it worth it to send the regulator back for the fooler or should I just roll with the one I ordered from advancediesel.com ?

Personally I would just rather adjust tuning so you don't need either.

Maybe Im confused then. I thought I needed the relief/fooler to keep the fuel from tripping out. So how would I "tune" anything ?

Tuning would involve after market tuners such as DP, PHP, Tony Wildman or TS Performance. They can program tunes so the PCM will not defuel due to overboost.

I'm getting my ts chip Custom burned from wildman. So if I tell him I need that option he can set it up so it won't trip out ?

I'm sure he can, but he is the one to answer your question.
