Put the key in and turn it to run. Then find a little hole in the column around the key area, and poke a small punch in the hole and pull the unit out.
If you don't have a key, then you will have to take a large screwdriver and a hammer and break the chrome piece off, and then dig around in there till you can push the little button and release the assembly.
