I can't speak first hand about the F150s but if they're anything like the my '94 Explorer, its likely the motor. If you listen close, can you hear it "trying" to engage under the floor? If so, and if you've tried it 10 or more times, then its time to get under there and give the shift motor a few licks with a BFH. That usually fixes it.
If you don't even hear it trying to engage, then something else is going on.
For the past several years, I've made it a point to engage my 4x4 (high and low) every few weeks, year round. Exercising the motor and such regularly seems to help as I haven't had to try more than twice to engage it since I started doing this.

If you don't hear the relays and the lights don't flash, then I would do as you said, and start looking at fuses. And yes of course you find out isn't working only when you need it. The shift motor on a 94 Bronco I had would hang up once in a while and I would have to use the hammer trick, that is why my current truck has a manual transfer case. It is rare for the stick to hang up.

i can hear the relay clicking when i push the 4x4 button. But, nothing else happens. The light comes on 4x4 but that all i get, If i press the low range button i dont get lights or clicking..Is this a motor problem? I just got this truck and im not sure what it is supposed to look like or do. Any suggestions?...Joe

Usually if the 4x4 light comes on, that means the t-case has engaged properly. Only thing in question then is the hubs unless they are manual. To get it to go into low range, you'll need to be stopped with the transmission in neutral. You should hear a pretty solid "thunk" when it goes into low range.
