Every state has a different cutoff date. Louisiana and Tennessee I know have different dates. In the state of Texas it happens to be 1985. 1985 and older you do not have to have catalytic converters. Every muffler shop will also cut them off as long as the vehicel falls into the '85 or older cutoff. Every muffler shop here does inspections, they are also regularly surprise visited by the Texas Highway Patrol to ensure they are obeying the laws.
AS far as the manifold /carb getting choked down when you put a 2 barrel or a 4 barrel on..why not get the 4 barrel off manifold then if you want to try a 2 barrel you put your adapter on and its not choked down by and vice versa you can play with a small 4 with now hassles. Am i wrong on that thought process.I hope not cause thats my battle plan
You do not live in Texas so do not try and tell me what the law is. I have lived here for 31 years, been building cars since I was 12 years old. So I know what the emissions laws are here.
You need my Texas Driver's License number? Home of Record? My Texas license plate numbers and VINs of every vehicle I've ever owned in Texas? Names of my relatives that live near you? I think you need to do more homework. I just recently got through reading through the vehicle inspection requirement laws and regulations for Texas as well as taking and passing several state-wide exams for Texas - including the vehicle inspector exam. I'm active duty military, hence why my location states Japan. I've lived all over, but I have kept vehicle registrations in Texas for many years - because I can. It's not that I don't disagree with how every location in Texas may administer and enforce things differently, but I know what the laws state and what can get an inspection station's and inpsector's permit revoked, period.

Maybe my earlier post was a little confusing. Emissions testing requirements only cover certain areas of Texas. However, exhaust emissions equipment inspection criteria for your inspection sticker that is required for registration, etc. is fairly specific and covers 1968 and later model vehicles. The cut-off year is 1984 as to whether or not the catalytic converter is considered part of the exhaust system itself (pre-1984 vehicles) or part of the exhaust emissions system (1984 and later vehicles). Not saying that some inspection stations and shops choose to disregard things
