No 428s ever installed and sent out the front door. Who's to say what may have left the back door on a Saturday. The truck most likely has a 360 in it.
428 Cobra Jet was a 68.5 to 70 option only. Long gone by 74. Like John said it never came from the factory like that and 428's were never a option in trucks. I'm sure you could order a 428CJ service engine and have it dealer installed. But from the factory no.

And I don't think it would have the stock 360 valve covers on it neither, if it was a CJ, right?
One other thing I noticed.
Electronic ignition. Or at least the electronic ignition distributor cap. My '74 highboy was made in April 1974, and it had points. I think other F-series that year had electronic, but not the highboy because it was a "heavy-duty F250" basically and had different emissions requirements.
Looks like someone had it, blew up the ol stocker 360 and had a dealer install a motor in it sometime long, long ago. Nothing all that about it, as the truck is surely not anything to look at.
BTW, I have a set of those emblems for my '69(with 428CJ motor in it!), but never put them on. Hmmm, wonder if I could make up some documents and say it was 'factory"? At least it falls within the time frame of possibility.
I did install a set of Galaxie 428 emblems down on the front fenders. Removed the original orange/red/black paint and did them in white/blue/black to match my truck.
