if the trans has 1-2-3 gears it is not a solenoid
in the E4OD there are only two shift solenoids if one is bad it will affect two different gears not just one
have you checked for codes
beyond that assuming the pcm is commanding 4 th gear then it would be either a shift valve in the main valve body or the overdrive clutch control valve in the accumulator body is stuck open
