Speedometer going crazy??

My 2006 F350 speedometer read 40mph sitting still. Took it to Bartow Ford (FL) and they replaced the instrument cluster. Everything has to come in reset to what your old one read, miles and engine hours. The first one they ordered wasn't set so they had to send it back. As far as cold weather, I live in South Florida and it was a beautiful day when mine went out! I'd raise cane even if you are out of your 36,000 mile warranty as this seems to be something that should have been recalled.
