A solenoid is not all that likely, either. I'm betting that the 2-3 accumulator is stuck. Here's a link to the '97 shop manual. Go to automatic trans and exploded view to find the accumulator body. It's part 191. 1997 F-250/350/Super Duty Workshop Manual
here is the accumulator body, when the pan is removed it is the farthest peice of aluminum foreward. 2 10mm nuts and about 10-12 8mm bolts.
after its removed turn it upside down and this is what you will see, i have the body labeled for easy ID.
you should be able to check the valve/piston for it sticking and if you cant tell then you can remove the clips(circled in blue) and remove each piston assembly to check for scouring. odds are since its intermitten that this is your concern.
