if you are willing to go the cheap and efective route every walmart ive been in has 48" dual bulb fixtures for $5 each and you can get ten packs of bulbs for like $8 i helped my dad wire them up in the shop that he just built and they are plenty bright and he has i think an eighteen or twenty foot ceiling.
they are cold weather set up.Think they have a different ballast in them. Have heat out there that we turn on just when we are out there.With the two kinds it works well

Not only is the brightness an issue with the regular ballasts in cold weather, you wont even be able to turn them on when it gets cold enough. A lot of the cheap ones barely work at room temp. I've used the HO fixtures below zero and they still work.
Another thing I've learned from (finally) doing a little research is that the electronic ballasts reduce both flicker and hum to a very low level. If you're going to spend a lot of time working under these lights, as I am, then that's a pretty big deal.
