there is a tool called a torque stick,that can be used on an impact wrench that applies a set amount of torque.they are color coded for diff.torque value's,maybe that is what your tire store use's.you should torque your wheel's,like plilikoi said .to keep from warpping your rotor's.if you have alum. wheel's you should retorque your wheel's after about 4 or 5 day's,to make sure they are not loose again.alum.is soft,and will move around,and could loosen up again.

Most of the shops in my area say that alum. wheels need retorqued after just 25 miles. I've also seen in some owner's manuals that say to drive 100 miles. I prefer to do it at 25 miles. I'd never want a wheel to come off going down the highway.
Well, I showing my age here but I ahve a Bonney brand torque wrench (snap type)...excellent tool, never a problem (for 20+ years)...yes I have it recalibrated just befor an engine build.
