Hi I have a 2000 f550, it turns over but no start. I have no codes and I have FORScan monitor on while I crank and nothing out of the ordinary. The fuel bowl fills up. It’s full on oil I unplugged the icp check the ipr nut and no luck. I did a buzz test and it came back with no errors. I’m pretty stumped any advise would be appreciated.
Looks like you're in Wisconsin. What has the temperature there been? Have you tried plugging in the block heater for a few hours? Any exhaust smoke while cranking?

It’s been about mid 50s, I have not tried the block heater, I’ll try plugging it, I’ve recently changed the glow plugs and relay a couple months ago. And I’m getting a signal at the uvch and the relay with a test light. It does puff out grey smoke while it turns over
Cranking speed may be low? Your pic has it at 186 or thereabouts. 7.3 troubleshooting flowchart says 200 rpm min for start. Could be batteries or failing starter exacerbated by the cold weather.
It's been a few days, but did you try jumping the glow plug relay big terminals with a screwdriver just to make sure that the glow plugs are actually heating? I don't know what it is about these 7.3's but my truck with a Ford reman engine installed won't even think about starting without glow plugs below 45 degrees, yet my 2003 VW Golf TDI with a quarter million on the orginal engine will struggle to life almost down to freezing.
