Jim that dog situation is a nightmare for the owner. I always wonder why it happens. I think some breeds are more prone to it (Whippets for example).
It can be a nightmare, but a preventable one. One time might be considered an accident even if they do refuse to use collars and leashes. 4 times in a month is something else.
They raise Borzoi for show. They also raise them for chase. These are Russian Wolf hounds originally bred to hunt wolves and can run at 35 to 40 mph. Takes special care and responsibility to raise and handle this type of dog.
