Hi jstihl, I actually started a second thread cause this one was pushed so far down. At the moment, bus has a new starter, freshly rebuilt IPR and am still only showing 180-220psi @ICP. Looking into deadheading the HPOP, but may just bite the bullet on a new HPOP and new IPR....
I’ll post a link to the second thread, for those who are wondering. This first thread got real long and I figured I could break it up and post links to all of them once the issue is resolved. So V2 starts where this thread was left off.....
Nice bus! I have a '99 International Bluebird with the 7.3 and after sitting more than 3-4 days I have a hard start issue, regardless of temps outside. I think I am having your exact issue and am happy I found this thread! I was gonna start my own thread when I feel like digging into it but hopefully I'll find the solution here.
I also have a '99 F350 to swap parts if needed for troubleshooting. This truck is why I am a huge fan and member of FTE. Have been on here for years trying to learn. Learning is slow though because thankfully my F350 rarely has any issues... original sensors (except CPS changed under recall 16 or so years ago), mostly original everything and she will start with single digits outside without being plugged in.
I'll figure my bus out. The bus has 286K miles BUT 19k hours !! Very little blowby though and good power when she finally starts. I have her chipped to 230 HP for now as well. PHP makes a great system.
Can't wait to finish this thread and a few others mentioned here!!
Hey josh, one tip while troubleshooting. Can’t hurt to set the tuner to 0 or just unplug the hydra so that engine is in all factory settings! This has been suggested to my by a diesel tech while troubleshooting hard starts! Good luck!

This is where I am posting my most recent progress now… there is good info in there as well.
at the moment I need to dead head my HPOP and I should probably do an injector Oring test. But, I am seriously considering swapping in my spare HPOP from a friends spare motor that blew up. This HPOP came off a running truck that blew up due to over boost….
I’ve talked to a local shop and after laying everything out to them, I was told I should just replace the HPOP and IPR, because of low ICP pressure and fail to start with the icp unplugged.
