That was a car rally in one of the parks some years back. Note there aren't even lines on the road. It was put there for the photo op.
A friend built the car in his garage starting about '85. Brought home some 2x3 box iron/steel for the chassis; added a Camaro firewall, windshield, and doors; and built that as a rear engine one-of-a-kind.
Several of the high-end modern cars look like they could be descendants.
