That type of cap is meant for a closed system. A hose would run from that nipple to the air cleaner, not the carb, for crankcase intake air.

I currently have the PCV going from my drivers valve cover to the carb. Would it be the same coming from the oil filler neck?

I have 2 hose claps in the PCV hose to limit the amount of vacuum. i tested without hose clamps and there is a ton of vacuum. Seemed to be a massive vacuum leak to carb. I have the slightest amount now just enough to clear the crank case of fumes. With my isky cam i only get around 12" of vacuum at idle with all ports blocked.

It really doesn't matter how you do it as long as there is a filtered intake source for crankcase air.

If you need to restrict pcv valve flow, then you have chosen the wrong valve. However, I don't know of a very good way to pick a valve.
What made you decide to do that?

It was leaning out my carb big time. I saw it on a y-block forum somewhere. Even though my valve cover is baffled i think without the restriction it was puling in some oil to carb.

Don't think you have your carb hooked to a PCV valve but just a breather oil cap.
