No start

Good morning I have a 2000 7.3 that won't start changed IPR, iPC, CPS, and fuel heater fuse is good. The rpm moves but not a lot I'll attach the photo of the rpm techs highest spot while cranking over and see if it's right. Thanks have nice day

Yes oil level is good
