Yeah I will take it off of the S lug. But instead of going to the B+ like shown (along with 30 amp breaker), I need to find another switched wire from the fuse block?

Don't move the B+ for the fan.

For relay to work it has to have 12v power that B+.
You need a ground
You need a wire from relay to what ever you are powering (fan).
and you need a wire to tell the relay to close and send power to the fan, known as the switch wire.
I believe you are putting the switch wire on the S lug and the only time it will tell the relay to close sending power to the fan is when you try and start the motor, no other time.

I also believe that switch wire is back feeding power to the S lug keeping the starter solenoid closed sending power to your starter.
Or that other power wire is and why it should be removed too.

I just rechecked your fan wire drawing I don't know just what that yellow wire is for but looks to be not needed. Or is it the ground?
It looks like you have the switch wire to the temp sender so the fan will turn on when it reaches a set temp and that is good.
power side and fan side looks good too so I don't see a ground.

The relay should have numbers next to each lug can you list the number and what wires are connected to them that will help on how the relay gets wired.

The wire that was going to the S lug was the red wire in the diagram that is supposed to go to a 12v source. It wasn't what was backfeeding, that was the "solenoid power" wire that we now know is not needed. I will also move the red wire to the B+ so that there is a constant 12v on the fan relay.There is a switched source coming from fuse block into the fan relay, that's the yellow wire in the diagram. There is also a wire going to the fan from the relay, and there is a wire going to the thermostat from the relay, both just like in the above diagram. The wire going to the thermostat has a ground coming off of it as well. The relay came pigtailed that way.

I installed my PMGR starter exactly as this picture states, works great. When I get home in about a week, I will post pictures here of my setup
