A long time ago when I first did it I went to the Ford dealer, they let me talk to their "steering column guy". He told me to pull the tilt pivot pins on either side of the column, and then get everything ready and put pressure on the spring to take the retaining clip off, and carefully keep pressure on it and gently slide the assembly down just enough for the new actuator to go in. Keeping pressure on it at all times, carefully slide it back up and put the clip back on, then put it all back together. He cautioned not to let the assembly pop loose, it was a real pain to get it all back together if that happened.
