I admit, that's one of the main reasons I love living here on the Monterey Peninsula. Usually when the Central Valley and the South Bay are baking, everyone heads here to the Central Coast where we might have mid 80's temps on the bay.
Jim, I honestly think you would LOVE living here. We have a pretty decent military VA clinic here (took my pop there all the time) on Fort Ord (former Fort Ord, now the Presidio of Monterey Annex) that's about to have a larger, new building constructed (IIRC), and we have two very good hospitals in CHOMP (Comm. Hosp. of the Monterey Peninsula) and SVMH (Salinas Valley Medical Hospital) locally to us for emergent care, along with a Level II Trauma Center at Natividad, the county hospital.
As well, the commissary and the PX are still open for current and former military personnel (not sure if you still have privileges for that or not) but it does cost more to live here. The rents are more and the gas is more, but you would save in electrical costs!
And if you like the ocean...well, yeah, it's pretty damn gorgeous here.
PS - The VA Clinic has free bus shuttle service daily to the VA Hospital in Palo Alto. I've been there many times too, driving my pop up to his medical appointments.
Gonna get some wheel time tomorrow!!! Here's my Dad in his 1910 Model T doing a shakedown yesterday. I'm driving from South San Jose to Niles and back, with some detours along the way. It's the annual Santa Clara Valley Model T Ford Club Speedster Run and Lowland Tour.

Weather guessers predicted a 40% chance of rain late last night and early this morning. No show on the rain, which is no surprise to me. They also state we will get a high temp of 89 today. We will see if they are correct on that.
Well, I stand correct, again, it must have rained sometime between midnight at 7am because I never saw it, or heard it, yet the ground was wet when I went outside to go to church. I don't know if it made it to the predicted high, but it sure got humid real quick.
