Is there a procedure to figure out if my wastegate is leaking? It only builds 7psi at WOT w/ or w/out a load. The rod is very hard to push. Never seen it move when under load and let off throttle. My truck is a 1994 f350 CC dually 7.3L factory turbo.
My original pump went on the fritz along time ago, it would roll the coal when WOT. I now have a '92 7.3 non turbo pump on it. I get better gas mileage and no black smoke as this pump does not pour fuel into engine.(I do still have and plan on getting OEM pump rebuilt and reinstalled.) I just dont hear any turbine whine or every see the vacuum diaphragm move the arm.
MORE FUEL!!! Turn it up a flat or two, its okay to roll coal just back off the throttle and have a pyrometer, a little bit of extra fuel helps is spool up a lot faster. I always ran my truck with the pump maxed out throttle is just a fuel lever if its belching black smoke back off and if it ain't more throttle.

To some extent, yes. Generally, with a turbo, you'll turn it up until you only get a light haze at maximum boost high in the revs. Any more than this is useless.
However, even at this point, you will need to pay attention when low in the revs, because you can easily overfuel it and create a lot of black smoke(and /less/ power).
It's all in the throttle.
If there is no smoke, then you are not missing any power. Turning up the pump wont necessarily give you worse mileage, just gives you more available fuel. Having a turbo with a stock pump seems pretty redundant to me.
