Powder coating is very hard to paint over with normal paints. Most will peal off sooner or later. I would either return it and get the primed version, or take it to a powder coater for a redo.

Given a choice...........Starting with bare steel. Which would be the better finish for this application?? Auto paint & clear coat.........or Powder Coat.
Powder coat by far. That stuff is tuff! I helped a friend of mine start a powder coating business and built two ovens for him (sadly, he passed away last year...) and had him do a bunch of powder coating for me. After ten years, it still is shiny and looks like it was done yesterday. I've got a few pieces left of a machine that was used to move cattle "poop" that was done over 20 years ago and it still looks perfect.....
Got rained out on an outside project so decided I would just come inside have an early lunch and change modes to like......duck hunting maybe. Do have a couple of phone calls to make that might not be so pleasant so I might just take care of that as well.
