How do find the right key ignition timing?

Did you replace the ignition switch? It may not be aligned right and you will have to drop the column down to adjust it. Its a PITA to do but I have done it, just move the switch is VERY SMALL amounts and repeat till you get it correct.

you just changed the actuator, correct?
you are going to have to take the column back apart and properly align the rack to the key cylinder.
the way i do it is to mesh the end gear of the key cylinder side to the end gear on the rack side.

Put the ignition switch (the one on top of the column) in the 'on' position, then set the actuator gear (the one that is made of brass with many teeth on top and only one on the bottom) down in the hole with the little tooth on the bottom lined up with the slot at the bottom of the hole. You have to get this lined up right or else your lock cylinder won't go back in.
