It should come on fairly fast if you aren't touching the foot brake.
Which color wire are you using, the charge protect or the high idle for PTO? They do reacts slightly differently. I am using charge protect, as long as it's in park, up fitter 4 is on, and e-brake is on, then it idles up in a few seconds, it never takes as long as 30 seconds. I am thinking PTO idles has a longer delay, but again, foot off the brake, in park, e-brake has to be on for it to work right. If this isn't working, you have the wrong wire in the up fitter bundle, may need to try some testing, make sure you shrink tube and seal off all bare wires when you are done, a bare wire to ground can cause you lots of problems later on.
I use the purple wire with green strip which I think is not the pto wire. It seems off and on maybe it's because the parking break I didn't think it had to be on. Just seems after a drive I can park flip aux 4 and nothing. I'll do some more testing
PTO gradually ramps up. The BCP is usually instant, although for whatever reason their can be a few second delay flipping the switch and when it idles up.
Either way, both need the E-Brake set to initiate the high idle.
Sounds about right to me. I wired mine to get 12v from the running lamp switch. I didn't want any toggle switches in the dash or but the upfitter switches.
