Here is one forum discussing the issue related to harmonic balancers and exterior influences on the crank.

This article says the 6.9 crank uses exterior mounted weights to balance the crank. If weights are used on a flywheel I would assume the bolt pattern is keyed in some way or you must replace the flywheel in the same position if you ever remove it. "....External balance weights in the flywheel and a vibration dampener were required to keep the overall engine size within that of a gasoline engine and to limit the scrap rate during manufacturing...."
