Another question can the scan gauge tell the ficm connector voltages? Or do I have to check pins?

You'll have to check pins with a meter. Basically your checking the harness/PCM/relays and fuses prior to condemning the FICM. You could skip it if you feel luck...so,,do ya?..(sorry, had to put the Clint Eastwood quote on there ) I agree FICM is very likely the issue.

I think I'll be calling and getting a ficm with an atlas tune.
