Easiest way to check the gauge is to unplug the wire attached to the sending unit at the tank and with the ignition switch in the run position ground the wire to the chassis. If the gauge goes up to full its not the gas gauge. With dual tanks I doubt you have 2 bad sending units in the tanks. Is the fuel diverter switch by the heater controls or mounted in the floor by the edge of the drivers seat? If it is in the dash maybe it is the switch. I had an f250 with dual tanks and the switch wasnt hooked up when and I bought it and the gauge wouldnt work. Dont know how the floor handle (switch) works never had one of those. I guess you have already checked the fuse? It is probably something simple. Hope this helped

If it is in the dash (1973/79: Switch located in heater control panel, 1973/74 different than 1975/79) maybe it is the switch. I had an F250 with dual tanks and the switch wasn't hooked up when and I bought it and the gauge wouldn't work.

1975/79 F100/350's with dual fuel tanks have a frame rail mounted fuel tank selector valve and solenoid assy (D5TZ-9189-B).
The switch (D5TZ-9A050-A) located in the heater control panel changes both the tanks and the dash fuel gauge.

1973/74 F100/350's with dual fuel tanks have a manually operated fuel tank selector valve (D2TZ-9189-A) located on the floor, adjacent to the drivers side of the seat.
The switch (D3TZ-9A050-A) located in the heater control panel only changes the dash fuel gauge from one tank to the other.
In the factory dual tank installation, the '73-'74's had a manual valve on the floor between the drivers seat and door, this switched the tanks. The switch mounted in the heater-A/C control panel just switched the gauge. '75-up the switch in the control panel switched both, the gauge and tanks.
Seeing as neither gauge works I doubt it's the senders themselves.
Do the other gauges work? If not, it may be the IPVR (instrument panel voltage regulator) is bad. This is on the back of the instrument cluster.
Do like obx 79 shortbed said. Ground the wire that goes to the sending unit. If the gauge still does nothing my next stop would be the panel mounted switch.
