Jim, most cars 10+ years old have rust on the rockers. It's just a question of how much.
I live in Vermont I know all too well. Not all rust the same or same amount. Just escorts are prone to in that area and not good on the rear of the rocker because it's a structural part for the rear suspension pickup point.

I know first hand because I had a 98 wagon that I had 4 four years and couldnt get inspected in october because of that reason. I found a 97 wagon a month later I bought for $800 with like 123000 on it.
