Never messed with the starter (yet), but definitely sounds like a bad starter to me. When did they move the solenoid to the starter?

my '01 is on the starter. Had problems with it not starting and found that the copper post on the solenoid was corrodide green. Becareful when you take the hot wire off the post to clean it. Lots of liquid wrench. I twisted mine right out of the plastic casing. 65.00 for a new solenoid.... Starts like a wet dream.

Actually the 2000 has 2 solenoids, one on the fender and one on the starter, the one on the fender activates the one on the starter
Guess they were trying to eliminate the GM hot starter effect
Sometime in '01 or '02 the eliminated the one on the fender
