If I were do do an amp draw, I'd start from the pump back. Bad fuel pump means you change it. Since it is outside, at least in a diesel, it might not be an issue
You can plumb a gauge into the bowl temporarily and run it to where you can see it while driving. Just revving it doesn't put it under load (unless you're on a dyno). You need to drive it. BTW, I may have missed it, but what's it dropping to?
So I just need a gauge before the bowl, no regulator?

Regulator set to 60psi:
My diesel w/ Walbro pump drops to 0 psi
My grease w/ FASS HPFP pump drops to about 25 psi
Regulator set to 80psi:
My diesel w/ Walbro pump drops to 5-10 psi
My grease w/ FASS HPFP pump drops to about 35-40 psi
I originally though it was a problem with my regulator and tested by clamping my return line to see if the pressure went up, and it did, but I sent the regulator back to Automotive and they replaced parts of it but when reinstalled I still have the same problem.
So I just need a gauge before the bowl, no regulator?

There are two ports on the bowl -- one is after the filter (bottom passenger side where the lines go to the heads -- that's where I have mine plumbed in right now). The other is upper driver side, which is before the filter. That one will tell you if your pump is working or restricted somehow. If there's a restriction in the bowl, you'll know it right away. Leave the regulator set to where you normally run it. Mine is set to 60-65psi.

I think I might do this as I have wanted to delete the fuel bowl for a while now anyway.

I want to remove it because I run the veg oil and going through this additional filter is expensive. Also I think the bowl might be the problem because I cleaned it and then this problem started. (but i had this problem with the extremely dirty bowl too)
