I have had this truck for about three months now and on about half a dozen occations now the dash lights go out , no blown fuses, and then they come back on , they did go out again last night and still did not come back on yet. Is there a relay also that I need to check.
Maybe the harness plug on the back of gauge cluster needs to be snugged up?
Have you tried bumping the dash a bit to see if you get any power to the gauges? If they pop on or flicker it might be a good sign it is the plug coming loose.
It's pretty easy to remove it to get at the back.
I'm not sure, but I'm wondering if you can maybe reach it from under the dash? I'd bet someone here will know more about the '99.

Reason: added more info
I have a 99 F-350 same problem . Before i lost my dash lights i noticed i lost control of the dimmer switch i couldnt dim the dash lights at all . I think it might be that dimmer control switch on mine. I also lost the lights behind the Air Conditioning controls .
Well they came back on again a day or two after I posted this topic so I guess I'll wait until they go out again and see if I can find a loose connection in the cluster.
Keep your eye on the weather to. If it starts acting up again when it's raining that's a good sign maybe your windshield is leaking. If not the windshield then maybe a leak somewhere else.

Well they went out again last night and this time a fuse blew, I apparently have a short some where , now I have the fun of finding it. It blew fuse #9 under the hood. I did however atleast remove the instrument cluster today and atleast replace the SES light that the previous owner removed. I did buy a Haynes manual a while back so I can follow the wiring diagram from it to trace the wires. FUN FUN !!!!
Power distribution box
The power distribution box, trailer tow and electronic shift on the fly
relay blocks are located in the engine compartment near the brake
master cylinder.
Under Hood Fuse Box:
Fuse #9
10A fuse
for - Left Headlamp
Could be a good clue to your electrical problem.

Fuse #8
15A
Trailer Tow Electronic Brake Illumination, Park Lamps, Trailer Tow Park Lamp Relay Coil
Still a good lead for you. Hopefully we can track the problem down.
BTW: I'm getting the fuse information from the manual <---click there if you need a copy. You can also RIGHT click on manual then select SAVE TARGET AS to save a copy on your computer.

Ok now your on crack.... link dont work.
I found a bad socket on DS front clearance light, someone did some lets call it "connecting wires together" The ground was totally bare and not sure if it could have somehow shorted out against the hot wire so I bought a new socket and rewired it with crimps and heat shrink. ... I do have a brake controller also , if the socket isnt the problem maybe I'll see if that may be the problem.
The link is fixed. You'll just have to select the correct vehicle information yourself.
Fingers crossed for the clearance light short.

Just got my dash lights sorted out . It was the Headlight/Dimmer switch .Now everything is lit up nice . Now on to the Spedometer problem and the electric door locks . ! Thats if nothing else goes wrong in the meantime. Last two weeks ive replaced alternator, water pump , belt tensioner, and headlight switch . Good times ! 99 F-350 7.3 205k miles . Still wouldnt trade it for one of them there TOYotas .
Well 6 months later from this orginal post and now my dash lights are out again, headlights work, interior light turns on with dimmer switch but no dash lights. I believe that it could be the headlight switch/dimmer **** ? Is there a way to test this ? I do not have DRL or fog lamps if that matters.
