You get a lot of beer and summons up your patience. Pull and scrape the foil off. Then use several different solvents to remove the glue. The end result is a nice buzz and a piece of tubing that is without foil. It will look nice.
I used industrial paint remover from Home Depot. Two coats of the jelly stuff on the glue and off it came. Then some Scotch's Brite to shiner it up a bit. If anything, it gives your engine a nice clean finish.

Paint stripper
Plastic scraper/brush thing I found near the paint stripper at Lowes
Simple Green to remove any left over paint stripper off the pipe
Paper towels to use in conjunction w/Simple Green
Step 1: Pull IC pipe out of truck.
Step 2: Put on big ol gloves
Step 3: Slice foil and pull it away from the pipe.
Step 4: Cover entire pipe in paint stripper.
Step 5: Use scraper part to scrape away as much of the crud as you can.
Step 6: Go over entire part with brush to make sure it's nice and clean and you've gotten into all the crevices.
Step 7: Wipe off as much paint stripper as you can.
Step 8: Spray pipe w/Simple Green and wipe with paper towels until it's as clean as you'd like.
Step 9: Reinstall pipe on truck.
Step 10: Shut hood and dispose of crap you created during the project.
did all PS come with foil?
My 99 doesn't have it, there is no glue marks and I don't believe utility company who owned it before spend the time for cosmetics under the hood
