Upper left corner of this Power Distrbution diagram is the path to supply power to the PCM. With key on or in start power goes through under dash fuse #30 to the PCM Relay Diode to the PCM Relay winding to ground. If you can't feel the PCM relay operate it has to be a problem along that path.
It could also be a blown fuse that will not allow for the connection. IIRC it is the the power point/cig. Also, an incompatible program may cause this.

The scantool not finding the OBDII port (blown cig lighter fuse) and not being able to connect are two different things. Is it not finding the port or not connecting to the PCM????

Sometimes I get so frustrated not being able to be right there to help. GRRRRRR.

Check the voltage on the fuel pump. Color does not matter if it is an aftermarket. Just my .04 cents adjusted for inflation.

That is why I was trying to get you to check the voltage at the fuel pump. My other thought is your not building enough hpop pressure to fire the injectors. Are you getting any codes?
