i have heard that they do and they dont have a silencer ring. also is there something that i can clean to get rid of some of the black smoke on the exhuast when i mash it some times
I had to go google to find out what a silencer ring is. No the 7.3 does not have that. The picture I saw looks like the Dodge uses a ported shroud on the turbo, and the ring covers the ports. There is no ring on the 7.3 turbo, and no ported housing unless it's been added as an aftermarket unit.
If you want to cut down on black smoke, try biodiesel. B20 will get rid of the black smoke on my farm tractor.

Remove or gut the CAT. It's still not a loud whistle, but it will make a noticeable difference.

Yes. Removing any factory installed emissions component from your vehicle is illegal unless you replace it with a new piece that meets the same standards. Some parts of the country just don't happen to inspect for these missing pieces, but some do. It's best to know what your local area does and does not check for.
