No, there's more to it than that. The oil inside the rails (integral to the head) will drain down into the cylinder when you remove the injector. When you get ready to install the new injector, use a breaker bar and turn the crankshaft by hand a few times to squirt most of the oil out of the hole before you stick the injector in. If you're going to be putting in used injectors, I'd at least suggest putting new o-rings on the injectors.

Then after you install the new injector, remove the glow plug from that cylinder and unplug your CPS sensor or pull the IDM fuse (I do both). Place a rag over the glow plug holes, and after making sure the CPS and IDM are disconnected, turn the key like you're going to start the truck and let it crank for 5 - 10 seconds. Do this several times and you will blow the oil out of the cylinder with compression forces. Then re-install your glow plug and put things back together. Leave the CPS and IDM fuse unplugged. After it's all back together, crank the engine for 20 seconds then let it rest for 2 min. Do this 3 or 4 times to help purge the air out of the rails and get the oil back in there. Now plug in the CPS and replace the IDM fuse and start the van. It will run rough for 30 - 50 miles until all the air is purged out of the oil rail, and there will be some smoke at start up from the oil in the cylinder.

While the valve covers are off, go ahead and check the bolts on the other injectors. They should be torqued to 120 in-lbs. Also check the rocker arm pedestal bolts for 20 ft-lbs. Re-installing the glow plug should be tightened to 14 ft-lbs.
