Ok I keep getting a P1670 on my truck. Can someone tell me if I am out in left field but isn't that a IDM issue/code???
PS it also had a P1247 turbo boost low. I would think that would be in line with IDM as well would it not???

First start of the day it is weak until fully hot. First 5 min of running I can floor it and has a hard time making RPM to cross the road/intersection. Waiting to get T-boned. Feels like it is running on 6 all the time now. As well as my OBD II bluetooth does not seam to link up with ECM. But my old superchips reader works. 
ICP good(rebuilt it), CPS good(replaced), injectors replaced (with a full set)and seals/o-rings UVCH replaced both sides.

Injectors replaced with new or rebuilt? Who rebuilt if applicable?
A true communication fault between the IDM and PCM is likely to lead to more significant problems than you're describing. I've seen that code pop up numerous times for no reason at all.
Can you buzz test the cold injectors? Can you read perdel % (cylinder contribution) Have you watched oil discharge with the valve covers off?

I did buzz test them and all sound good Contribution test indicated #8 replaced with NEW Ford injector no change. I had watched them discharge a bit on a few some did not.
It also surges a bit on first start up. Then settles out normal like. Like this video

That video doesn't have surge, it has misfires where injectors are not firing. If you've got injectors not spitting oil when cold, then they're not firing either.
The OBS trucks had more IDM issues due to the location of the IDM and being susceptible to water infiltration.
I'd start with the injectors not spitting oil. The cheap test is to swap those injectors with the ones next to them that are spitting oil. See if the non working injectors stick with the same injector (bad injector) or stay in the same cylinder (bad wiring or IDM issues)
An even cheaper test is to plug the truck in overnight first. If the cold starts get better than points to worn injector issues.

That sounds more like the romps. What are the temps? Some folks up in the salt belt run synthetic oil to fix that issue.
But if you've really got injectors not spitting oil at cold start, you need to address that issue.
