That doesn't have anything to do with the torque converter locking. It will still lock the same, but with the overdrive off it won't shift to fourth gear.

The E4OD will lock in first and second gear if the go pedal is on the floor. It does it by RPM, but as was mentioned above you need some load on the truck or it will upshift the trans before the lockup happens.
