How long does the "wait to start light" come on? At around 50 degrees I would think .. best guess would be maybe 4 seconds. If much longer then you might have a bad oil temp sensor.
even at 50 degrees the glow plugs will come on longer. and turning the key off then back on will just start the process over, the pcm doesnt care how hot the plugs are, it cant tell, all it sees when you turn the key back on is that the oil is 50 degrees so it sets the ontime accordingly

True .. however I asked the question how long the "wait to start" light was on as that is a true indication what the PCM thinks the oil temp is. If he comes back and indicates the "wst" light is on for 10 seconds at 55F then there is another issue.
Ok i think the wts light is not a concern i thought it would shut off it the plugs were already hot but i was wrong. Main concern is will the glow plugs cause the problems i've been having? Or am i testing the harness the correct way? I also picked up another spare CPS i'm gonna put on when i get the time, just in case i put a bad one in ( i know its not likely but worth a shot ).
OK i checked the resistance of the fourth harness and got a reading of 93 ohms on the outside pin. Is that just a bad glow plug? Or would that be causing all my problems?
