When entering the WEP password how many digits is it??

If it is 10 digits it is 64 bit encryption.. If it is more like 23 digits it is 128bit..

Maybe Win98 doesn't support 128 bit..

What are the settings that you are using??

Open the control panel, then the internet properties. Under the connection tab is an "automatically detect proxy setting" MAKE SURE that it's check box is marked. If not IE won't be able to find the DNS servers. Also make sure that when it connect the IP GATEWAY is correct. In your case it should be 192.168.1.1.

The first box is checked

There isn't a box for IP GATEWAY...I've seen it before on this machine. I think my laptop is too old.

Ok, the go into the wireless control panel and look at the status. If the IP address is 169.x.x.x then it's not getting an IP address from the router. What brand of wireless card are you using? Are the correct drivers and firmware installed?
