Did you try cranking with your headlights on? What does you dash lights and instruments do while you are cranking?

The IC tubes come out of the turbo from the intake side and go down to the IC, out of the IC and back up into the motor by the turbo. There are 4 boots on the IC tubes. One between the turbo and tube, one between the tube and IC, one on the other side of the IC and tube, and one between the tube and base of turbo.

I doubt it is the pcm. Try draining your fuel bowl and turn the key on, no crank and see if it refills.

drained the fuel bowl, turned the key on and it refilled. it acts like its not getting from there to the injectors.

I don't think that scanner will pull codes for our PSD's. Have you dried out all the electrical connections ? If you have been trying to start it for awhile charge up the batteries while you dry everything out.

Unplug the ICP and try to start it. If it is bad, it should start but not run good. Next check the IPR. There is a wire connection on it and a cheap gold nut on the back that has to be snug. Here is a picture to help you out.

pressure washing engine is overrated imho. been doing it for years with no ill affect. granted i dont stand over the electronics on full blast, but you get the drift. i think you have other issues. did you just buy the truck?
