I've just finished with my new coolant filter kit. I got the base and 6 filters off ebay for just under $100. All the fittings and hoses cost me another $30 or so. I used a 4"x12"x 1/16" steel plate that's usually used for framing, I just bent it by hammering it, attached the filter, attached the plate to the radiator support bolt, and let the filter rest on the intercooler pipe. Probably not the best setup, but that's all I could think of. Besides, I dont' have the means of bending thick steel. The end result, I'd probably go with a complete kit from like dfuser.com, much less headache and cheaper.
I mounted mine on the rocker panel on the passenger side. There are lots of holes stamped into the sheet metal down there and it makes it very easy to mount it. The kit that I bought had a bracket that mounted to the radiator bolt in the same area that you are talking about. But the factory bracket there is plastic. I figured that that plastic piece would end up breaking over time. So it is mounted to the inside of the rocker panel, nice & solid and right next to my oilguard filter. I just needed about 20' of 3/8 hose.
that's ok, I can deal with the loss of flow, not a broken plastic flange. I put my hand on the filter after a 10 mile drive, it was pretty hot, so it must be working.
