I'm no handgun expert, but I told my kid (he's studying to become a police officer) that I'd buy him his handgun for his birthday. We did some research talked to some folks and ended up getting him a SIG P220 (.45 cal) I was quite impressed with it. It was more than $500, but if you can find one in your price range I'd say you be getting a decent handgun...
i have had success with ruger .45 (the model number escapes my head) it has been a few years but i remember them being around the $500 mark.
i have a few handguns, but all way over the $500 mark.
you might want to do some looking around, there are great deals on guns out there to be had. i bought my h&k usp 40 and glock 21 both for $600 with a few hundred rounds of ammo from a guy needing money to pay rent and not get evicted.

I really want something that can be concealed for every day carry. (I want my CCL).... SIG P220's are nice, I think that they are standard issue (9mm) for all GovMent LEO

Just out of curiosity, why does it need to be a .45 (seems a bit big and heavy for CC)? And why not S&W?
I want the stopping power of a .45 (when a 9MM ricochets off an old bumper and the .45 punches threw it somethings wrong)
S&W dos make some good guns. but back in the 90's they were one of, if not the first to jump on the Clinton, gun control band wagon (so no dice, personal preference)
OK, got it re: S&W. I'm guessing you don't need a CC for shooting bumpers. For concealed carry, you don't need larger caliber. You need stopping power. You get that in the bullits-not the gun. A hollow point 9MM or .40 will do a lot of damage, my friend. A larger caliber is counter-productive.

might not need a large caliber for a CC, but a 9MM doesn't have the stopping power of the .45, even the hollow points, don't know about the .40.
I would rather have the extra weight/power of the .45 8-10 rounds of guaranteed to put him down, VS 16-20 of might put him down. (depending on/if he's jacked up or how pissed off) JMHO
I have my CCW permit and I have 15 handguns, I carry about 6 of them (not all at the same time) depending on what I am wearing, what I am doing etc.
The one I carry far and away the most often is my Kimber .45 CCP compact. It goes in the small of my back in an Uncle Mike's IWB holster. Mid size frame 1911 style. The single stack .45's are going to conceal well and be comfortable. The double stacks like the Glocks, Sigs and HK's are wonderful weapons but not easy to conceal and are quite uncomfortable to wear.
One of my other favorites is my Steyr M40. That one can go anywhere in my waistband with an elastic band holster. The band is 6 inches wide, fastens with velcro and wears much like a weight lifting belt only much more comfortable. Extra mag pouch built right in. .40 is a very versatile caliber. Almost the stopping power of a .45 with much higher capacity in the weapon. Lighter too.
My other new one which may become a favorite is my Firestorm, made by Bersa. I have a .22 that I put in an ankle holster. I also have a .40 and a .45 that hide very well in my leather jacket pockets.
