I know I should get more than that. Tried 2 diferent gauges with same results. I could not find any boost leaks. I did pull a turbo boost circuit performance code wich I believe relates to my map sensor. Could a bad map sensor cut down on boost production. Thanks

That's a possibility. Don't know for sure how much. I know that the MAP sensor on my truck was only reading up to 13 lbs of boost, when I was actually making well over 20 lbs. So far I've been told that the PCM won't deliver max fuel until the MAP reads over 17 lbs of boost. I've fixed the problem, but I haven't been to the track yet to see if my times have changed. So far I've been running 15.4's in the 1/4 mile.
If you are positive there are no boost leaks, then start tracking down possible exhaust leaks. I had one start at the up-pipe just this week, and already boost has dropped to a max 20 lbs (that's towing, WOT, and in the 80 econo tune). Exhaust leaks are easier to find with soot residue showing up at the problem spot. Also the wastegate actuator needs to be checked. If it's too loose, it opens the wastegate prematurely and effectively works as an exhaust leak. You can also check the turbo to see if there are any problems. Look at the compressor wheel for dusting, and wiggle the shaft to check for endplay.
