Technically speaking that is still violating federal law, rather or not your county has emissions testing or not. Where I am at I am exempt by weight(diesel is no longer exempt just because it's a diesel anymore, atleast not here, it's strictly weight) however, if I get caught that doesn't mean that I'm not violating federal law just because I'm exempt from testing. Now granted if you don't have emissions testing what are the odds that you will get caught, probably very low, however if you travel in an area that does and they notice a little more sound or whatever coming for you enough for probable cause to pull you over then you can get caught and fined, especially if they still have quota to meet. Granted your playing the odds and the odds might be in your favor, but that still doesn't mean that your not violating the law.
The problem was, the converter was restricting the air flow out. Age could have had something to do with it, it may have been plugging up. I could have replaced it I suppose, but have you priced one of those? It's still got the muffler, it's not any louder, and DOT doesn't inspect private vehicles that I'm aware of. I do know it runs much better this way.
If you priced it from a dealer no wonder your like that, however you can get a good high flow one aftermarket for less then the dealership, yes it's still quite an expense but it is cheaper then a fine for not having one if/when you get caught.

DOT directly no, but you do go thru DOT when you get your tag renewal(yes this applies more to emission tested counties then those that do not have testing). DOT is more of an overseer then anything else with this. However, if you do get caught(more likely if it sounded louder, if it doesn't sound any loader cruisin town then more then likely you won't get caught) by the police they can write you up if your truck sounds too loud and they can visually inspect it and if they find it missing then it's not good. Now this is very dependant on your location as to rather or not this would actually happen, etc. Alot of variables come into play here, more then likely you'll be able to to do this without a problem whatsoever, but I have had friends get fined for running without cats on wieght exempt diesel vehicles.
I live in a pretty rural area, I don't think it's an issue out here. There's no inspection required to renew your tags, just proof of insurance ( and CASH of course )

That is true, your chances of having issues with it are very low in a rural area, particularly if they don't have emissions testing, the problem becomes if you travel outside the area and go to places that are particularly zealous in their crusade against people that take liberties with their exhaust.

Yep, and in most states I suspect, but, all they do is look to see if you have a cat installed most places and in this case you do all original, just all the cat has mysteriously disapeared<smile>.
Humm......wonder where it went? Sue the manufacturer for selling you a cat that evaporated.
