Ok, just brought my 99 home (build date 6/99) I did some searches but i couldnt find what i was looking for. The speedo isn't working, but the trip/odometer is working fine no lights are blinking. any ideas of how to find out if it is the gauge? I think it would be the gauge since the trip/od. is working?
There isn't any test in that manual for the speedo itself but the test for "No Speedo, Working Odometer" say to monitor VSS PID (Vehicle Speed) with a scanner and set cruise controll at 30mph (by the scan tool). If the Speedo does not match the Scan tool replace the entire cluster.

I think that on the 99, the VSS signal from the diff goes to the GEM which derives both the speed and odometer signals for the cluster, and also sends the speed signal to the PCM to control shifting?
When my VSS went due to chips from the diff carrier bearings going bad, it effected both the speedo and the shifting, and flashed the OD light. My guess is that mustangs problem is just a bad speedo meter.

If my guess above is correct, and you want to get along without the speedo, you can tell your road speed from your tach RPM. I've got an Excel spreadsheet that calculates mph vs RPM, you just plug in your diff ratio, tire size, etc... and it gives a table that includes all gears for an auto tranny. If you want a copy, just send me an email.
I'd like a copy of it, Ernest. I notice my speedo is off by a couple miles per hour per my GPS. When I'm doing 70 on the GPS, speedo says 72.5. When I'm doing 80 on the GPS, speedo says ~83. Annoys the cr@p out of me...
i had actuall thought about just using a handheld gps unit til i get it fixed. I just got the truck so i have no idea of what RPM is what speed. if it was my jeep it wouldnt be a problem. I might also get an aftermarket speedo and mount on the pillar depeding on how much i can find a cluster for.. thanks for the reply's i posted it right before i was leaving for work (work nights) and didnt get a chance to get back on until now.
My speedo quit on my 99 and got a flashing OD switch light and replace the VSS sensor on top of rearend.. Got it from napa P/N 530780 (napa calls it a ABS sensor) on www.napaonline.com $10.49.. Fixed the problem, been good for two years now.
