I would think that the hose would connect to the vacuum modulator down on the trans, and run up to a source of intake manifold vacuum. Maybe somewhere towards back of manifold? Its purpose is to sense engine load, more load, throttle plate open wider, so less intake mainfold vacuum. The vacuum modulator has a rubber diaphram that converts that vac signal to mechanical motion.
If the hose has been gone for a while, I wonder if crud got into the modulator via the open hose port.
FYI, a vac modulator with a ripped diaphram will allow some trans fluid to get sucked up hose into engine, so suggest checking the inside of the hose at the trans after having it back on for a while. Modulator is easy to change, and not too expensive either. well, that about taps out my memory!
