It can, however these Ford pumps are notoriously loud. I know many people on this forum have driven a very long time with a noisy pump. I know some people have had success quieting their pump down by added some additives to the steering fluid.
Mine is noisy at times but after 300.000 kms I have never had a problem. I wouldn't worry about it. Flush the system if it is dark, and put in an additive if you want it to run quieter.
you wanna get rid of the wine install a saginaw pump from a ford van, get the bracket and hoses to. these pumps are a heavier duty and handle larger tires with no noise. do a search for saginaw pump swap or upgrade.
